NEWS! - Leading Public Service Change & Organisational Development
The MSc degree - Leading Change and Organisational Development - supports those in government briefed to transform their organisations, giving them the opportunity to diagnose and reflect on the issues facing central government and to explore potential solutions.
The programme is supported by Cabinet Secretary and Head of the Civil Service Sir Gus O'Donnell:
"If government departments are to respond to the changing demands on public services, then both structural changes and a shift in behaviour amongst public servants is required. This new masters degree from the National School of Government will support those civil servants who are leading this process of reform."
In 2007 the National School of Government launched this qualification to support civil servants who are leading change and organisational development (OD) across Whitehall. This programme is run by the University of Birmingham in partnership with the Tavistock Institute and is supported by the National School of Government.
Dr Su Maddock of the National School of Government explained:
"It is now recognised that a purely 'top-down' approach to policy development and service delivery will not deliver what is required. Structural change is not enough. We have to learn to acknowledge and challenge the deeply entrenched patterns of organisational behaviour - at all levels in the organisation - that are obstacles to the achievement of desired public service outcomes. This programme is designed to build the knowledge, skills and confidence of participants as OD professionals, able to assist departments in well-grounded processes of change, through strong academic underpinnings and practice-based skills transfer from leading OD practitioners."
