5th Annual Conference for Non Executive Board Members of Civil Service Boards

‘Improving the way we deliver’
The conference will provide the opportunity to focus on good practice case studies and reflect on past learning. Alexis Cleveland, Chief Executive of the Pensions Service, will share her experiences of how the Agency has led the way in improving public service delivery, and Lin Homer, Director General of Immigration and Nationality at the Home Office, will explain how the Home Office has responded to their Capability Review Report and the progress being made to ‘rebuild the Department’s delivery record and reputation in line with the Home Secretary’s vision’.
Paul Myners, Chairman of the Guardian Media Group and Land Securities Group, and former Chairman of Marks and Spencer, will give his perspective on improving delivery in the private sector and share his thoughts on how that success can be transferred to the public sector. As public company non-executive director of the year 2006 (as voted by readers of the Sunday Times) and Chair of the Tate Gallery and The Low Pay Commission, he is also well placed to give a wide perspective on this subject, including the Non Departmental Public Body viewpoint.
After a networking lunch, Non-Execs will be updated on the findings and progress of the Capability Reviews by Ian Watmore, Permanent Secretary of the Prime Minister’s Delivery Unit.
This will be followed by a Panel discussion where Non-Execs will have the opportunity to question leaders in the Civil Service on improving delivery at a time when the Civil Service is undergoing constant change.
Gill Rider, Director General, Leadership and People Strategy in the Cabinet Office will chair the panel discussion. Sir Gus O’Donnell, Cabinet Secretary and Head of the Home Civil Service will be joined by key Permanent Secretaries including Sir Jon Shortridge, Welsh Assembly Government; Leigh Lewis, Department of Work and Pensions; Ian Watmore, Prime Minister’s Delivery Unit; and John Oughton, Chief Executive, Office of Government Commerce.
The conference will close with an address from Sir Gus O’Donnell. A key aspect highlighted by the Capability Reviews is the need to have challenging Non-Executives to help the board function well, address conflicts and tensions, and continue to plan for the long term effectively. Sir Gus will share his vision of how Non-Execs can contribute to the changes and challenges ahead and re-iterate their role in monitoring progress post Capability Reviews.
Permanent Secretaries have been invited to join Non-Execs for networking over light refreshments at the end of the day.
