    People involved in making policy today need to think strategically. They need know where to turn for evidence and how to use it. They need to be able to engage stakeholders and work with them to deliver. Policy people need to understand the capacities and motivations of those in their delivery chain. They need to be able to specify policy outcomes – desired changes in the real world – and set objectives and targets that help to achieve the right outcomes and avoid the wrong ones. Policy designers and deliverers need to understand how to manage risk; they need to think innovatively and be able to measure the impacts of proposed policies. Above all, they need to come up with policy options that will work - and be in a position to know whether they really are working.
