How the UK’s migration policies could benefit the world’s poor

On 1 March 2010, the Institute for Public Policy Research (IPPR) published a working paper which examines the development impacts of migration in some depth and asks how the government can ensure UK migration policies contribute positively to the lives of some of the world’s poorest people as well as benefiting British citizens.

Although it is recognised that unskilled migration offers significant development benefits, the paper focuses on skilled migration since, it suggests, this is the area which affords the greatest scope to shape policy. The paper sets out three possible positions that the government can adopt to resolve multiple and potentially competing objectives with respect to migration and development.
