On 1 March 2010, Communities and Local Government (CLG) published guidance which sets out proposals to identify how councils can be made more efficient without undermining high quality frontline services.
The guidance challenges local authorities to take a more strategic approach to managing their budgets while highlighting the need for urgent and radical action to transform services.
It sets out ten strategic questions for local authorities to evaluate themselves against and a framework of actions, tools and resources to help councils protect frontline services and promote greater efficiency and effectiveness.
