A report from the European Commission (The role for e-government for Europe's future) published on 29 September 2003, identifies 18 actions to increase the development of e-government across member states. The report cites e-government as the means for achieving a world class online public administration but member states must outline their political commitment to e-government if they want to increase the take up of electronic services. The report acknowledges that governments face organisational, financial and social resistance in achieving these aims.
