A report (The burning question: is the UK on course for a low carbon economy?) published on 8 November 2004 by the Institute for Public Policy Research (ippr), examines critically the government's targets and assesses the specific policies to increase energy efficiency and cut emissions.
The government has a target to cut carbon emissions by twenty per cent by 2010 and by sixty per cent by 2050 in its Climate Change Programme. But carbon emissions have risen and, if things don't change radically, the government will miss its target.
The report offers an overview of the issues that the government must address and recommend practical policies to put the Climate Change Programme back on course.
