CBI report cites local government inefficiency
A report from the Confederation of
British Industry (CBI) (Delivering for Local Government: the
impact of public-private partnetships) published on 12 March
2004, criticises local authority waste. The report suggests that
efficiency savings of at least £3bn a year or 15% of the Council
Tax bill, could be achieved, based on published government data
and reports on Sir Peter Gershon's interim review of public sector
efficiency.
The report recommends:
- Ensuring that councils provide more
information on how providers are selected and take a strategic
approach to procurement, rather than focus on individual contracts
- Introducing more shared services
so that councils can achieve economies of scale, in particular
for back-office functions but also for other services like waste
collection and leisure centres
- Establishing a market intelligence
unit to gather information and prepare research on public service
markets and private sector service providers.
