Parents facing childcare lottery

On 10 November 2003, the Daycare Trust published a report (Facing the childcare challenge) which presents initial findings from the Childcare Challenge project. The report recognises that the government is targeting childcare services at families living the the 20% most disadvantaged areas of the country, but highlights the fact that 46% of children living in poverty do not live in these areas.

Based on consultation with parents living outside the targeted areas, the report warns that the childcare lottery remains a reality for many parents, with access dependant on where they live, how much they earn and whether they are in work.
