A report in The Guardian on 3 December 2003 (Rebalancing act) highlights the initiatives by Sir Andrew Turnbull to inject 'new professionalism' into departments. Although the civil service gives policy advice to ministers well enough, the proposal is for revamped corporate management boards with a new breed of specialist with professional qualifications in personnel and financial management.
This version of civil service reform is to be owned jointly by all the permanent secretaries and will be embedded in the 'performance partnerships' agreed between Whitehall departments and the Cabinet Office.
