A report published by the Joseph Rowntree Foundation on 9 October 2003 ( Great expectations: contracted community policing in New Earswick ) describes a failed experiment with purchasing extra policing for the 1,000 home village of New Earswick. There was a lack of clarity about the role of community policing and any beneficial effects on crime at the beginning of the project, were short-lived. Residents' expectations were never met and fear of crime levels did not diminish as had been hoped. The experiment was terminated almost a year early.
