Call for national congestion charge

The Institute of Public Policy Research published a report by Imperial College (Putting the brakes on climate change) on 14 October 2003 which advocates the national introduction of congestion charges on top of fuel taxes, to help reduce traffic and pollution. Traffic could be reduced by 7 per cent and carbon dioxide emissions by 8 per cent; bus patronage would increase by 11 per cent. The report argues that revenue raised should pay for better roads and public transport and that road tax should be abolished.
