On 2 November 2005, the Nuffield Review of 14-19 Education and Training published its second Annual Report.
The Report comments on unprecedented policy ‘busyness’ in the 14-19 phase, but criticises the system as a whole for too many uncoordinated policy initiatives with insufficient attempt to see reforms in a holistic manner. It notes general professional disappointment about the White Paper published earlier in the year and the Government's response to the Tomlinson Report on reforming 14-19 qualifications and assessment.
