On 25 October 2005, the Department for Education and Skills (DfES) published the education White Paper (Higher standards, better schools for all). The white paper proposes that schools will have greater independence and freedoms to innovate and run their own affairs, through bodies such as a self governing trust. These are freedoms that will be open to each school, much in the same way Academies are run. That is, to determine its own fair admissions policy, to increase the supply of places, and to determine curriculum and choose specialisms and expansion plans.
