On 24 October 2005, the Department for Work and Pensions (DWP) published a report (A modern social dimension for Europe: principles for reform) which examines the challenges to Europe of increased competition in a globalised economy and the demographic revolution and sets out some ideas to help develop a consensus in modernising European welfare states, labour markets and skills.
It calls for active inclusion, not passive welfare. The welfare state should offer a ladder of opportunity not just a safety net. People need the flexibility to respond to and benefit from economic change.
