Good government: reforming Parliament and the executive

On 27 January 2010, the Executive Committee of the Better Government Initiative published a report which recommends specific improvements to the procedures and practices of the executive and Parliament.

The report examines the processes of policy formation and explores how they can be strengthened to increase the likelihood of successful outcomes. It also describes how a rebalancing of the relationship between the centre and government departments can permit more effective use of available expertise and resources.

The report suggests arrangements for improving the quality of legislation, the work of Parliament and government accountability. In addition it considers different ways of organising and managing public services for better and more effective delivery. Finally the report reflects on the role of the civil service and its relationship with ministers.
