On 7 December 2009, the Centre for Policy Studies (CPS) published a paper (Go for growth: cut taxes now to cut debt) which argues that the only way out of the current economic crisis is to stimulate growth. It contends that the best way to achieve this is with a series of targeted tax cuts.
To stimulate private sector growth quickly, the paper proposes the following programme:
The paper estimates that the cost of implementing the above reforms is likely to be under £5 billion. It emphasises that these reforms should be combined with public spending restraint which evidence shows is by far the best way to cut the deficit.
