Homelessness: strategy for multiple actors

On 1 November 2007, the Swedish Ministry of Health and Social Affairs published a report (Homelessness: multiple faces, multiple responsibilities: a strategy to combat homelessness and exclusion from the housing market) which provides a framework for the period 2007-2009. The objectives specify the direction of the strategy and the means to monitor and develop the actions taken.

Previously, responsibility for combating homelessness has rested largely with municipal social services.  The report says that social services still have their responsibility, but if work to address homelessness is to be successful in the long term, more actors must be involved.  The purpose of the strategy is to establish a structure that clarifies the multiple actors at national, regional and also local level who have a responsibility and a role to play in work to address homelessness and exclusion from the housing market.
