On 28 January 2004, the National Audit Office NAO published a report (Increased resources to improve public services: a progress report on departments' preparations HC 234 2003-2004), which identifies five generic risks which government departments need to consider in using their resources, if the extra £61 billion spent on improving public services over the next three years is to have its full impact.
The risks are:

Capacity of delivery organisations
Targeting Resources
Risk Management
Monitoring and Evaluating Performance
