New Research is critical of devolution plans for English regions

Research published on 2 December 2002 by the Local Government Association (LGA) and the County Councils Network, is critical of the Governments proposals to re-organise Government in the English regions.

The research concludes that the majority of regions are unlikely to move to a directly elected regional assembly in the near future, and argues that the proposals do not stand up well against the Local Government Association's tests of 'clout', 'accountability', 'subsidiarity' and 'transparency'.
