Targets too weak to reduce North-South divide?

On 30 October 2003, the Institute for Public Policy Research (IPPR) published a report (A new regional policy for the UK) which claims that government targets are too weak to reverse the North-South divide.

The report says that the target for reducing regional disparities should include Scotland, Wales and Northern Ireland. Key government departments to relocate to lagging areas. Prosperous areas should bear more of the costs of success e.g. through congestion charging and capturing increases in land values.
