Difficult targets but some successes in New Deal for Communities

In her article 'A raw deal', published in Society Guardian on 17 September 2003, Polly Toynbee suggests that New Deal Communities (NDC) targets are very difficult to achieve. Based on the author's experience in Clapham Park, South London, the article highlights

• the heavy burden of programme volunteers in creating and building the communities among the poorest, on which government policy depends
• the 'perversity' of some targets
• the layers of bureaucracy through which project appraisals must pass

The article acknowledges some successes, including tackling drugs-related crime and blossoming youth and children's schemes.
