On 8 December 2004 the Department for Environment, Food and Rural
Affairs (Defra) launched its Five Year Strategy (Delivering the
essentials of life). Measures set out in the Strategy include:

fly-tipping, graffiti and abandoned cars
- retailer recycling - new partnership with supermarkets and local
authorities to increase household recycling by hundreds of thousands
of tons over the next five years
- tackling climate change - action to make schools, homes and
workplaces more energy efficient and help business save energy and
save money
- rural housing - changing planning guidance to enable more
affordable rural houses to be built where they are needed
- Household incentives for recycling - working with local
authorities to pilot incentive schemes for household recycling and
waste reduction
