On 1 December 2006, HM Treasury (HMT) and the Department for Transport (DfT) published a report (Transport's role in sustaining UK's productivity and competitiveness: the case for action). The report, also known as the Eddington report, supports fresh spending on roads, railways and ports, to cut jams and journey times. Rather than backing major transport infrastructure, such as a north-south high-speed rail link, the report supports road pricing and more efficient use of existing road and rail networks.It says that too many applications, especially those for ports, are sunk by long inquiries threatening economic expansion..
The report was commissioned by the Chancellor and the Secretary of State for Transport in Budget 2005 with the brief to advise the Government on the long-term links between transport and the UK's economic productivity, growth and stability, within the context of the Government's commitment to sustainable development and the environment. The report makes five key recommendations to Government.
