On 27 November 2003, the Pensions Policy Institute published a report (The under-pensioned). This looks at groups with low earnings or irregular employment records, including women, disabled people and ethnic minorities, who are at risk of low income in retirement. The report compares them to the 'stereotype person' often used in policy planning and calls for state pension reform.
