Keeping the wheels from falling off: why England needs a new urban transport investment fund

On 17 April 2009, the Centre for Cities published a report calling for the government to abandon its local road pricing push if no cities opt for congestion charging this year.

The report argues that the remaining £1bn of funding should be safeguarded for other, more badly needed public transport projects – such as new commuter rail links, better city buses and tram extensions.

The report insists that recession bail outs, falling tax receipts and budget deficits mean that, after the next general election, cities will not be able to rely as heavily on central grants to improve their transport networks. As such, it recommends that:
